PROCEDURES ARE SUBJECT TO CHANGE
In several weeks, State Funeral in Tokyo will be held on September 27th. In relation to this event, the restricted airspace will be established and flight planned routes will be temporarily changed etc.
ATC Restrictions:
Stringent security measures will be implemented, inclusive of the establishment of a “No-Fly Zone” within a 25 nm radius of the venue from 0000L on September 26th through 2359L on September 28th. The details of AIP supplemental here.
Flight Safety Measures:
Along with the state funeral, Public Notice of the Ministry of Land, Infrastructure, Transport and Tourism No. 855 (dated August 25, 2022) has been stipulated to establish a no-fly zone based on Article 80 of the Civil Aeronautics Act, as part of measures to prevent terrorism from the air in the light of the international severe terrorism situation.
In the public notice, scheduled flights departing from or arriving at Tokyo International Airport are allowed to fly in the no-fly zone as an exception. However, the implementation of safety measures and reporting is required for the aircraft. The notice and details here.
Slot Restrictions:
Slot restrictions for General Aviation and or Non-Scheduled Charter Flights at Tokyo Haneda Airport (HND/RJTT) are expected.
